About CS-03 Part V
This Specification, which is divided eight parts, sets forth the minimum technical requirements for the registration of terminal equipment, terminal systems, network protection devices and associated connection arrangements. These technical requirements are intended to protect the public switched network from harm. Conformance to these technical requirements will not assure compatibility with wireline carrier services. CS-03 Part V provides the technical requirements for handset telephones to be hearing aid compatible. A telephone set is defined as hearing aid compatible if it complies with the technical requirements, given in this Part, to couple magnetically with hearing aids and to provide volume control.

These requirements apply to all analogue and digital handset telephones. Handset telephones must meet all applicable technical requirements of CS-03, including the technical requirements of this Part.(Excluding (1) cellular telephones; and (2) secure telephone units.)
